Another, random attack, like that, eye-gouging case from a little while back, the dangers of the world, now, happening, too close, next door to us all, the perp is with, a, history of mental illness, and there’s nothing that the system can do, to keep him, locked up forever, because it would be against his, human rights, off of the Front Page Sections, translated…

The Victim Lost Too Much Blood, Went into Shock, Sent to the Hospital, the Suspect Arrested, Taken into Custody, the Local Told that This Was the “Replay of the Case of the Eye-Gouging” from Awhile Ago

The man from Tabao, Chiayi, Lai was emotionally unstable, three nights ago, he rode his scooter across a local grocery shop, saw his neighbor, Liao, he’d pulled out a watermelon knife, and hacked Liao from the back several times, Liao lost too much blood, went into shock right away, taken to the hospital for emergency resuscitation, as Liao’s older brother tried to block Lai off, he too was, injured; the police rushed over to Lai’s home, and found him washing off the knife, arrested him on site, charged him with attempted murder, the D.A.’s request to the courts to have him in custody was signed off on by the judge.

Based off of understanding, Lai has records of being treated for a mental condition, but he wasn’t formally diagnosed, nor was he registered with the system, there weren’t any records of reports of disturbances in recent years, the Department of Health Welfare & Sanitations would make the scheduled visits once every six months; the locals told, that Lai would cuss people out of term, staring them down, he’d been blacklisted as a troublemaker of the neighborhoods for long, and now, he’d, hacked someone, it’s like the replay of the case of the eye-gouging in Pingdong, the local communities are asking the county government to view this as a serious threat.

The police investigated, the forty-nine-year-old is divorced, lives alone in Taibao City, and worked odds and ends to make his ends meet.  He suspected that his neighbor, Liao was having an affair with his ex-wife, they’d gotten into verbal altercations before.

On the evening of the twelfth, as Lai rode his scooter across a local grocery shop, saw Liao with his back toward the door, talking to the clerk, he’d pulled out the thirty-centimeter long watermelon knife, approached from behind, then, started hacking down on Liao’s neck.

Liao tried to fight back, but because he was hacked repeatedly, he’d, passed out from losing too much blood; Liao’s older brother was present, saw what was happening, went up to stop the attack, and in the brawl with Lai, he too, got gnashed by the knife that Liao was using to attack.  After Lai hacked the man, he’d wandered around the outside of the shop, and was chased away by someone with a stick, Liao was rushed to the hospital to get resuscitated.

As the police were called, they’d rushed to Lai’s home, saw Lai cleaning off the knife he used to hack the man, he’d told, that because Liao was too close to his ex, that’s why he’d, attacked the man, but, couldn’t tell the specific details of the interactions of his ex and the man; the D.A. charged him with attempted murder, and had the courts take him into custody.

The head of the local Department of Sanitations, Chiao told, that back in 2004, Lai was hospitalized, and diagnosed with schizophrenia, and was listed as an individual of concern with psychological illness, but, for the time, he’d not shown clear deterioration, and had been treated by the hospital staff who’d visited him continually, and the visits were scheduled to occur once every six months.  And, they local sanitation offices will help with the provisions of the medical care he’d needed, continue to track Lai and his condition.

The man in charge of the local borough, Lin told, that Lai is considered a huge headache for the locals, that “everybody living here doesn’t want him to come back”, hoped that he can be institutionalized long-term.

And so, this, is what happens, when a man with a mental condition, left untreated, gets released, into the general populations, you do NOT know when he’ll explode, and, living in this neighborhood, with this, unexploding, time bomb, it’s not safe at all, and the government can’t do a thing about it, because he’s an adult, and he has rights to check himself out of the mental institutions, after a short stay there.
