The Government Which Didn’t Do Its Job in Making Sure the Buildings are Fitted to Safety Accords to the City

The Lower End of the Socioeconomic Statuses of Having the Emergency Exit Doors Taken Off

The results of the fire investigation of “The City within a City’s Emergency Exit Doors got taken off and sold”, is saddening, and, those who lived on the lower end of the socioeconomic statuses, with the government not willing to follow-through in the public safety checks, caused the tragedies.

Public safety and fire safety, is two primary things of Architecture Law 77, the rules of “the improvement of the fire safety equipment, fire escapes of the original architecture”, “public safety certification & application” were the most important, used to set up the public fire safety prevention measures, the schedules for the checks; and yet, the current discussion of the subject matter, runs around in setting up a management committee, but more importantly, “the space usage for the fire safety zones”, don’t necessarily get noted in the safety checks conducted by the fire department at the apartments.

In the fire of City within City Complex, the fire occurred on the first floor, and quickly spread to, seventh floor and higher, reason being, the “fire prevention zones” not having been set up, the fire escape, the elevator doors which are used to block the fires out, are all, taken down, the elevator became a sky roof, which made the smokes rose too quickly, and, the regular fire safety checks of building, don’t catch these things, because the firefighters aren’t given a copy of the blueprint of the building as they checked, and, the public safety checks are what’s necessary, to catch these downfalls.

And yet, in 1999, the Offices of Internal Affairs had a memo, and left a huge blank for the enforced public safety check dates to the local governments to decide on, and, other than the posted checks of the city of Taipei back in 2014, no other local governments has any posting on when the public safety checks had occurred, causing the checks to not happen, to even the fire escape doors getting taken off and nobody knows about.

For this, we have three concrete suggestions:

First, do a complete inventory check for ALL of the older buildings.

Second, fix the structural space that showed the doubts

Third, use the amending of the law to help the residents who couldn’t afford to fix up their buildings for public safety measures in the buildings with the clear safety concerns; and, for the government to budget the money for the public safety checks, and the purchasing of the fire safety equipment needed.

If the means of the public safety checks are implemented for certain, based off of the “Architectural Public Safety Check Reports” “the elevator operations”, the “fire prevention zone’s safety escapes”, would get followed up on, at least, there wouldn’t be the matter of the fire escape doors getting taken off, the elevator doors getting taken down, causing the smokes to rise up so quickly, causing so many deaths.

And so, this, is an evaluation on what made the fire so deadly, because the building didn’t follow the rules, and the members of the community didn’t follow the rules, and the fire escapes were set up right, there wasn’t the regular fire safety checks by the fire department, or the building’s manager, and all of these factors combined, was what caused the fire to kill so many.
