Despite how there are sightings of perps, in the schools around, there’s NOTHING that the law enforcement agencies can do about it, because, the schools are, governing bodies all their own, OUT of the local stations’, jurisdictions, and this is going to be, a very HUGE, HOLE!!!  Off of the Front Page Sections, translated…

The expelled student, Chen from Cultural University after being expelled, stills stayed on site, in the 24-hour study center, and behaved waywardly; in the past there were the alumni from the University of Education of Taiwan who’d selected random female students who were alone on their own to chit chat, and in the process, the man pressed himself against the student, made the student feared, and the man received the nickname of “EE-Freak” by the students attending.

The Social Services of Taipei stated, that if there are the harassments in the local communities or in schools, or people showing psychological symptoms, it can all be reported to the local boroughs, the social services, the public health stations or the police, but, told that the members of the public should not equate mental disabilities with violence, that those who are in need of help in the communities needed to be evaluated by professionals.

The Cultural University stated, that the expelled student, Chen was a special needs student, in his time at school, the school had been counseling him at the counseling centers, and on the day the student is expelled, the school will also call up the social workers from the social services, the counseling officials, to help Chen get the psychological help he needs after he is out and away from school.

Actually, because the university campuses are public spaces, anybody can enter in, there’s no way of preventing it, in the past, at the National University of Education, there were the cases of the alumni hitting on female university students who went alone, and in the process, the man pressed himself against the female student too, and the female students reported this to the city’s Women and Children’s Squad.

The Social Services told, that for Taipei, the social security net had already been set up to connect all the law enforcement stations, for the cases reported, they will assist and assign to the various resources, and connect with the various government agencies, departments, to help deal with the matters.

This still showed, the LACKING of the government’s law enforcement agencies, of how they can’t do ANYTHING to protect the members of the local communities being harassed, especially in these universities and colleges, because the universities and colleges are NOT a part of the local law enforcement agencies “jurisdictions”, they’re, a governing body all their own.
