The fifty-seven-year-old man, Chang from the city of Hsinbei, has property for rent at the Yong-Le Night Market, receiving the rent payments of over $400,000N.T. by the month, but, Chang kept his eleven-year-old only son out of school, not getting him the needed medical treatments that the child required, the Hsinbei City government barged into his home to forcibly remove his son from his care, Chang filed against the city government’s actions in court, the judge found, that the city government’s emergently placing the child was not against the law, tossed back Chang’s asking.
It’s found, that the son is handicapped mildly because of cerebral palsy, the Hsinbei Social Service Department told, that although the child is different in development with the children his age, he’s receiving a set of complete health check up, and currently, there’s no abnormalities. The assistant director of Hsinbei’s Department of Education, Ou said, as Chang the boy became more stabilized, the nearby schools will take him to educate him.
Since the child was three, there’s no medical records on file for him, six years when he was school-age, there were records of his not being enrolled, and records of him traveling out of the country too, awhile ago, the records showed that Chang had returned to Taiwan, but with NO records of registering for school, the Hsinbei City government stepped in, had the police help find the child, and that police found that the child is living in a residence in Yonghe.
The director of Hsinbei Social Services, Chang pointed out, that as the child had been found last October, the police requested that Chang comply, but, he’d not only not complied, he’d moved the registration to a rental place in Pingdong, as the child went missing again, the police were once again, contacted to help find him, and on the night of January 12th, the child was once again, found, and the police broke into the residence, on children and youth protection laws, and, forcibly placed the child in protective custody, as the police broke down the doors, they’d found that the entrance, the hallway was piled with trash, and the social worker had to crawl into the residence, the condition of the environment where Chang the child lived was unbelievable.
Chang said, that the child, Chang was camped out on the couch, and in the eight-degree Celsius temperature, he had only a thin blanket covering him, the house was dark, without even, a nightlight. Chang’s height was not yet 110 centimeter, weighed only nineteen kilograms, and only had a total of twelve teeth in his mouth, they’d assessed him, and believed that he wasn’t, well cared for, that it’d impacted his body and mind greatly, and issued an emergency placement order.
As Chang was notified of his son’s placement in protective custody, he’d pointed out, that because his son “has some conditions, worried that he might get picked on by other children”, which was why he’d not dared, sent him to school, that he’d, looked after his son himself.
The Department of Education stated, that the school will assess the cognitive abilities of the child, and because the boy’s physique is close to sixth grade level, but if he’s found to be developmentally delayed, then, they will start him at the third, or fourth grade levels.
And so, by depriving his own son of an education, because he’s already, developmentally, delayed, this father was neglectful, and, it’d shown clearly, that he was, trying, to HARM his own son, not giving him enough food, nor a warm enough cover to sleep under, as the weather gets colder.
