The nursery, preschool, and daycare programs here, are following the rules set forth of “Preschools should NOT have the courses in foreign language in the all-day, half-day, or, partial classes programs”, the government is working hard to push forth a bilingual country by 2030, in order to not mislead the society to misunderstand this rule as “preschools can’t teach English”, the Department of Education is talking of doing away with this amendment, and a rough draft of the new legislation is currently being drafted up, there are those who are against this, and those who are, for this.

Currently, the law stated that preschools should NOT offer foreign language courses as a part of the curricula, and a lot of the legally operating preschools are carrying the dual licensures of cram schools too, and even if the preschools can’t teach English as a separate class, there are the preschools that are, finding the holes, using the foreign language classes offered as an “outside talent”, to satisfy the demands from the parents of getting their young start off on dual-language training. If this amendment gets passed, then the preschools will be allowed to use English instructions for the whole day, but needed to incorporate the trainings in English into the regular class sessions, not separately offered as another course to teach reading, writing, and math.
The Nursery Preschool League asked to hold a press conference against the idea, to state that in the early childhood years, the focus of education should be on cognition, learning to communicate with others, if this amendment is signed into law, then, a lot of children will be entering elementary school, not knowing any Chinese, which will then affect their logical thinking abilities, ability to answer the questions in class, they called out to the Department of Education, to NOT add the fuels to the flames.

Replacing the education curricula of early childhood education that is most necessary in those years with the emphasis on English, that the biggest problem of this is not having qualifying instructors, that the government should sign for the dual-language country education legislations, that deleting the law can cause conflict in the policies. And currently, the rules are using a whole-system approach to teach a foreign language to the children in early childhood, but, if we enforce the foreign language to children this young, it may cause the children to become, fractured, separated from their, lives.

The discussions over the amendment will be conducted until the twenty-first. The Department of Education stated, that currently, the legislation does NOT ban the schools from using foreign languages to teach, that this would not get altered after the amendment is, signed into law that if there are the needs of foreign language skills, then, there would be need for certified foreign language early childhood educators, using the methods to teach each toddler differently, not having a separate English class, and those preschools that didn’t follow the rules will get fined.
And so, this is, the parents, believing that having a head start, is everything, and they don’t realize, that before a kid can master a FOREIGN language, s/he needs, to be able to, master a MOTHER tongue, unless, you’re, a family with two parents from separate nationality, and the mommy and the daddy speak to the kids in their separate tongues, which then means, that those kiddies are trained, to listen, comprehend, learn, and READ, and even, WRITE in the languages that both parents spoke. But hey, this, is the result, of “globalization”, we sudden realize, that OMG we’re, lagging behind, and we need to, catch up with the rest of the world, it’s the governments attempt, to fix something that’s been happening, since ages and ages, and ages ago. And this is still, BULLSHIT!
