With a Dire Need of Bed Spaces, the Patients May Have a Ten-Year Waiting Period to Get into the Home

Hard to Find the Manpower for Caretaking, the Laws Against the Measures of the Equipment, Scholars: the Government Need to Shoulder up the Responsibilities in Increasing the Number of Beds in the Facility

There are a total of 800,000 people who need long-term care provisions, and of these, 160,000 are severe, and in need of bed space, of these, the people in vegetative states are left to the locals, but the Genesis Foundation that’s responsible for taking care of these people in comatose are all maxed out on the bed spaces, there’s currently a waiting list of close to a hundred members who are in line, with the average waiting time of anywhere between three and ten years, and there’s this huge LACKING in long-term care systems’ provisions.

Based off of understanding, other than the Genesis Foundation, the reputable privately owned and operated nursing homes are also, fully packed.  Since the nursing home which is a part of the Kuo General Hospital in Tainan had been set up, the beds had been filled, normally, a patient would have to wait for months at a time, for vacancy; and the nursing home under Tainan Hospital’s management, which was a part of the public healthcare systems, due to the outbreaks of MERS-CoV of this year, they’d continually admitting the patients in, and none had been discharged, making those waiting for a bed space increase in number, and, those who are in need of the respirators, due to the need for more manpower to look after, aren’t admitted, and surely, there are, more waiting for a bed space.

The director of the Genesis Foundation in Chiayi, Hsiao stated, that the low income residents are fully refurbished, they didn’t need to pay for the diapers even, while the other residents of the various levels, are reimbursed anywhere from $3,000N.T. to $16,000N.T. a month, while the privately owned nursing homes charge about $20,000N.T. to $40,000N.T. a month, and naturally, Genesis Foundation became, the top choice for those who are on the lower end of the socioeconomic statuses.

“The fees for hiring a nurse is $2,400N.T. a day, and, three days of hiring a nurse exceeds the cost of a month’s stay at Genesis.”  The woman from Chiayi, Chen told of how because there weren’t beds available locally where she lived, she’d needed to transfer her husband to the Genesis Foundation out of where she lives.  The thirty-year-old man, Wu became a vegetable in a car crash three years ago, and there’s not a bed for him, he was looked after by his parents, and a foreign caretaker, but the foreign caretaker left without any warming, and Wu’s wanted to get her son into the foundation’s home, but due to the rules of how the family already hired a foreign caretaker, she couldn’t, and in the end, she can only, take care of him herself at her home.

“It’s really hard, taking care of vegetative patients, and currently, there’s, a shortage of caretaking manpower, and, the recruiting of workers is, very difficult.” Hsiao stated, under the restrictions of the legislation, there are ninety bed in the local chapters of Genesis Foundation, but due to the lacking in manpower in the caretaking, there are only limited number of those in a vegetative state being admitted; and, the chapters with not enough bed wanted to build a new facility, other than the lacking in manpower, there are still the rules and regulations of the facilities needing to fit to the government’s rules, they wanted to help more of those who are in need, but, they’re just, not able to.

The assistant director of the Department of Health & Welfare, Chou stated, in recent years, there were, more of those in a vegetative states who couldn’t get into the facilities for handicapped people, that were, left in the long-term care facilities, but, he didn’t believe, that the reduction of caretakers of the residential homes can be, reduced.

And, there’s the difference of hardware in the setting up of the long-term care facilities versus the facilities for the handicapped individuals, but, those in vegetative states can be admitted into both.  There’s the increase of employees hired this year for the residential long-term care facilities compared to last year.

Scholars believe, that Long-Term Care 2.0 policies is mostly in developing the community and home care programs, that it’s only applicable for those who are of the mild and moderate levels, that the government should try and increase the bed spaces, for those who are in the more severe states who are bedridden, and in need of long-term care provisions, to NOT leave the responsibilities to the community based facilities.

Yeah uh, this would be, a BIG problem, as people are living longer, longer, longer by the years, and the need for long-term care provisions being pressing, and there’s, just NOT enough BED space, in these, publicly funded homes, and the government still keeps on making these, empty promises to the people, that we will, add more facilities locally, but, how many new facilities, equipped to take in these people who are most in need of the services again???  NOT enough!  That’s how many!  And, it just won’t work, because there will be more and more people who are having a these degenerative conditions of old age, because people are living longer, longer, longer, and longer by the generations, and this government just doesn’t get it!
