With the Prevalence of Cases of Infant & Toddler Abuses in the Nursing Centers, the City Councilmembers Called Out to Get the Legislations Set Up

Due to the influx of cases of abuse in these nursing centers, the government is finally, taking notice, and doing something to TRY to patch up the holes here!  Off of the Newspapers, translated…

Currently, there’s, the Notices Given Before the Checks, and the Fines are Way too Lenient, Hoping that the Self-Governing Rules Can be Set Up, to Make Up for the Lacking of the Rules Set by the Central Government, Both Taipei & Hsinbei are Encouraging the Nursing Centers to Install the Surveillance Cameras.

There are the frequent occurrences of the preschools, the nursing centers of how children are improperly cared for or that they were, abused, the parents are now too worried.  The city councilwoman, Hsu pointed out that the systems of evaluation is way too systematic, the laws are focused on after-the-fact punishments, there’s nothing to help with the prevention of abuse, the lawmakers proposed, that by upping the fines or adding more surveillance doesn’t solve the problems, that the centers need to set up the self-governing methods, to make up for the lacking of the rules of the central government’s rules.

Both Taipei and Hsinbei are encouraging the claims of instilling the surveillance cameras.  Hsu stated, that lately, there’s, an influx of cases of abuse in the nurseries and the preschools, that there’s, no way to prevent all the cases, and the preschools’ hiring the uncertified childcare workers, and, based off of the law, the law only fines the schools and the instructors $6,000N.T.s, that the fines set up by the Central Government is way too lenient, that it’s not proportional with the earnings of the incomes that the schools made.

Hsu said, toward the installing of the surveillance there’s no consensus yet, and in order to tailor to the privacy issues, she’d hoped, that the classrooms with the young children needed to have surveillance cameras installed.

Tsai believed, that the fines for protecting children and youth aren’t lenient, the point is in the execution, that the city will ask the experts to discuss the legislations, to see if there are any lacking of it, and if there’s lacking in the enforcement, the executions, then, they will see how they can, make up for it.

There’s currently a fifty-percent surveillance installation in the schools, most of these were in the hallways, and in the classrooms, there’s, the privacy issues, and there’s, a lower ratio of having the cameras installed, and there’d been the meetings set up by the central and local governments, discussing the installations of the surveillances, but there’s no consensus yet.

Chen said, the city of Hsinbei are using the methods of reinforcement to give more money to the schools that will install the cameras, there’s currently twenty-two preschools or kindergartens that signed on, that if the surveillances were installed, the footages needed to be saved for fourteen days.  As for how the city councilmembers’ believing that the fines too lenient, Chen said, that they can collect the surveys and ask the central government to amend the laws.

As for the city of Hsinbei, the head of early childhood education section, Liao told, that the city is encouraging the preschools to, but if there’s the need to set up the self-governing rules, there’s need of discussions, currently, they are going to set up the management rules of setting up the surveillance, and demanding that the footages get saved for fourteen days.

“There’s the need for the laws to set up by the Central government, best if it’s unified”, Liao stated, the nursery centers are different from the preschools, and the reasons being different for why there’s the needs for the cameras.  The children in the nursing centers are younger, they couldn’t express verbally what happened to them yet, but the children in preschool can already express themselves, and so, there’s, the two sides of whether or not the surveillance is to be installed.

And so, this, is still being, debated, and, there’s, the NEED for these surveillances to be installed, because of these cases of early childhood centers allowing for the abuses of children to keep on happening, and, the legislators are currently debating, and, hopefully, they will soon, reach a consensus soon, and get these cameras set up, so children will be, better, protected.
