The Preschool Didn’t Hire a Lifeguard, Causing the Child to Die in a Drowning Accident, Three Personnel were Charged

A four-year-old young child, last August almost drowned in the swimming pool of her preschool, even though her life was saved after resuscitation measures, she’s still in a comatose to this very day, not any different than being in a vegetative, stage, the parents couldn’t accept it, accused Chang, the person in charge of operating the preschool, Tu, the school principal, Chuang, the teacher, and Liu, the teacher’s aide, for neglect; the Hsinbei D.A.’s office charged Chang, Tu, and Chuang on negligence, but confirmed that at the time of the accident, Liu, the teacher had done all she could, to save the life of the young child, they’d not, prosecuted her.

On the morning of August 6th last year, Chuang the formal instructor, and Liu, the teaching assistant took fifteen young children to swim in the pool in the preschool, during which time, Chuang went to change into her bathing suit, leaving Liu alone, to tend to everybody in the class; Liu was originally playing with the young girl, but heard another child called out for help, she’d, stepped away for a bit, and, the young girl she was watching drowned shortly afterwards.

As the young girl was pulled out of the pool, she’d lost all signs of life, and, after the emergency resuscitation measures were performed, she gained her pulse back, but, her vital organs had, started, failing, she fell into a severe coma, compounded with having epileptic seizures, she’s still in a comatose to date.

The D.A. investigated, that the school has a pool, but it’d only reported having such a facility to the Department of Education, and NOT set up the paperwork with the building facilities, that the pool was, illegally built.  The manager of the preschool, Chang, along with the principal, Tu knew that in order for the pool to be in use, they’d needed to have a certified lifeguard, but they’d not hired one, and Chuang knew they were, short-staffed, she’d left Liu to watch over the whole class, and there was, NO way Liu could’ve, handled the drowning accidents that may be happening al at once, and she’d still gone off to change into her bathing suit, and all of these factors, had caused the young girl to drown and die; during the inquiries of the police, all three admitted to being negligent on the matter.

Liu was the only person, responsible for the safety of the children in the pool, but she’d stated, that as the girl was drowning, she was tending to the calls for help from an autistic pupil, that she was, helping to pull the child out of the pools, she couldn’t, go to rescue the girl who was drowning at the time; that after she’d found the girl was drowning, she’d, pulled her up in the shortest time possible, and called the paramedics immediately, that she’d, done her responsibilities of watching over, and attempting to save the child’s life already, and so, the district attorney’s found Liu not to be responsible for the negligence charges.

There are, the problems of teacher-to-student ratio, as well as safety in the pools at play here, I mean, if you’re taking a class of young children out to a lesson in the waters, you must make sure, that you have taken all the precautionary measures, to ensure everybody’s safety, instead of being, short-staffed like in this case, and the school failed to hire a certified lifeguard to watch over the pools, and so, the officials surely would be charged, with negligence, at least.  And a young child’s life is, lost because of it too, so that’s, a homicide charge too, I’m thinking???
