The children under protective custody of the courts and the adolescents, in the past, they were all placed in foster families and orphanages, Hsinbei City added in the new housing complexes to provide the “family-type” kind of care program, with a married couple as the caretakers, and offering these couples the resources they need to take care of the foster children, whether it be early-intervention programs, or something else. There are, a total of eleven families like this in the Sanchong and Linkou community housing projects, with thirty-eight slots of young children and adolescents who don’t have a normal functioning family to grow up in to be placed.
There are a current total of 755 children and adolescent under the program of child protection, of them, there were, about twenty-one percent of these children who are, harder to place, the five-year-old “drug addicted baby”, Wen-Wen in spending six months with the family-type care home, she’d finally started, being able to, express herself verbally.

The head of Social Services, Chang stated, there are a total of eleven families in the program, and the families can care for a total of thirty-eight children and adolescents who’d lost their own family functioning, to offer these young children the care they needed from people who cared for and loved them.
The married couple, Fan, and Lee, were the caretakers of Wen-Wen, because Wen-Wen’s birthmother went to prison for drug abuse, and her father was unknown, and because of how Wen-Wen was exposed to illegal substances when her mother was pregnant with her, she was found to have mild organic psychosis, Lee said, as Wen-Wen arrived to live with them, she kept, picking at her own fingers, was extremely, anxious. Wen-Wen was cared for for six months, and the couple took her to the scheduled hospital assessments, the once a week early intervention program, plus the couple had, socialized with her every night, and Wen-Wen flipped through the pop-up illustrated books every night, as Lee read her the bedtime stories, and she’d, learned to gesture using her hand, flying like a butterfly, that was, the happiest time of her day.
And so, this, is an amazing program, because it’d, given these children in need, a safe and healthy place they can grow up in, and this is a program we are, in desperate need of, seeing how drugs are abused too often, and, women are sent to prison pregnant, and giving birth to babies who are, born addicts, and, like this young infant girl in need of a good home, the caretakers gave her a safe and wonderful place to strive in, and surely enough, she’s, made huge strides, compared to her hard beginnings.
