There’d been an influx of cases of child abuse, the local lower levels of clinics in the city of Hsinbei yesterday announced that they will, make the process of reporting on the cases of child abuse easier, and set up its own, ten rules of thumbs to follow, that on the lower levels, the workers will do what they can, to make sure that no cases of child abuse go unreported. The mayor of the city of Hsinbei stated, that it’s heartwrenching to see so many cases of child abuse, that the preventive reporting systems need to cover everything, that it’s better to be nosy than to turn a blind eye.

The social services department pointed out, that a lot of the cases of child abuse were, discoverable in the treatment clinics, but, there are, the gray areas of whether or not child abuse constitutes as domestic violence, and even as the laws can punish the clinic by a fine of $6,000 to $30,000N.T.s if the clinics delayed reporting, there are, still, a low rate of willingness to report by the clinics, and, by the time the major hospitals reported on the cases, the individuals were already, physically, or even, fatally, injured.
The head of the Domestic Violence Prevention Center of the city of Hsinbei, Hsu disclosed, that last year, there was a five-year-old girl who was found to have a ruptured stomach, and as they’d chased the case, they’d found, that as the father slipped in the shower, and crushed the young child, the child hollered out in pain multiple times, but although she was, taken to the hospital to be treated, the hospitals failed to report on the case, in the end as the child was sent to a major hospital, she was found to be malnourished, and that there were, untreated fractures on her body, causing her legs to be uneven at the end.
A doctor stated, that the local clinics aren’t as well equipped as the major hospitals, and most of the patients lived close by, and even if cases of domestic violence or child abuse were, spotted, unless it’s critical or life-threatening, otherwise, the clinics would pretend that they couldn’t, handle them, and suggested that the patients get sent to a major hospital; and, with the reporting of the domestic violence cases, there would be a lot of things that happened afterwards, like getting the statements taken by the police, going to the courts to testify, writing up the reports, the processes are simply, too grueling, that was why there’s this lowered rate of reporting on the cases.

And so, because of how many rules are needing to be followed, there’s, this lacking in drive for the hospital staff to report on these cases, and, because of this lacking in the desires to report on the cases of child abuse, that would lead to the continuing of the cases of child abuse going unnoticed, and that, is why, more children have to die, before anything gets done here!
