The head of a department at an unnamed elementary school in Hsinbei City, Chen, many years ago, made his way into the female rturneinstructors’ dormitories, and installed a spycam to film the female instructors in the shower, afterwards, he was found guilty, but received only probation, the school first terminated the hiring notices, then fired him, but he believed that he was “punished twice for one crime”, he’d filed a suit in the executive courts, and demanded his get his teaching position back, last month, the High Executive Courts ruled that because the man transferred to another school, and never contacted his victims again, he was “hired back” to the schools to work again, which made him applicable to receive his full retirement pension as he would be working as a school instructor until the day he retires.
Because the female instructor who was victimized still taught in the same school, and as the other female instructors noted this, they’d all believed what Chen had done was unforgivable, and they were all, very scared. For this, the school decided to fight for an appeal. The assistant head of the Department of Education in Hsinbei City, Huang also stressed, that when needed, the government will make up for the lackings in the systems.
In 2013, Chen, the department head, infiltrated into the female instructors’ dorms’ shower rooms, installed the spycam, and filmed down the female instructors taking their showers, later, as the victims found, the evaluation committee of the school decided to give him a major reprimand, and stopped his hiring; at the end of 2014, the Higher Executive Court Judge sentenced him to six months in prison, three years on probation; a week before the verdict, the male instructor filed for his reinstatement to the school, the evaluation committee discussed if he should be fired, to not allow him to work there again, but, it didn’t get passed.
Back then the Department of Education of Hsinbei City demanded a retrial based off of “his behaviors are an insult to the teaching profession”, but the committee in the end decided, “not rehiring him, but not firing him right away”; during which time, the Department of Education went through the evaluation process a total of FIVE times, and in the end, the evaluation committee finally decided to fire him and stated that Chen will NOT teach anybody anywhere for three whole years.
Chen was displeased at the outcome, believed that the evaluation committee had already settled on a decision, then changed their minds; the Department of Education had demanded that the school evaluate on the issues repeatedly, that it wasn’t, fair to him at all; and, on how his contract was stopped, afterwards, the school changed it having him fired, and it’s against the double-jeopardy clause.
The High Executive Court judge believed, that the evaluation committee didn’t do right by Chen, that once the decisions had been made, they shouldn’t, change it again.
And, because of this small (actually it’s, quite a large one!) BLEEP in the “system”, they’d, allowed this M***ER F***ING peeping tom BACK to school to teach, and this time, he’d, peeped in on the female instructors, and who’s to say, that he may not develop those PEDOPHILE tendencies, and start peeping at the younger girls as they went to the bathrooms?
