The Reports from the Examinations Department: Seventy-Percent of the Victims Were Household Migrant Workers, the Executive Department Need to Focus on the Issues, to Care for the Safety of the Migrant Workers, and Should Set Up Laws to Protect Their Basic Human Rights

The situation of household migrant workers getting raped is become more and more serious, based off of the reported incidents, in the past six years, there were over a hundred cases of workers being raped, over seventy-percent were hired by the households.

The member of the board, Wang who was responsible for investigating the matter said, the errors of departments included: not being in the clear about the number of rapes of the migrant workers, and the reasons for why they were raped, ignoring the traumas of the victims, lacking a shelter system, etc., etc., etc. She demanded the Labor Department place the protection of human bodies into the drafted new bills.

Wang pointed out, there are over 676,000, and, the reported cases of rape were 633 individuals, seventy-percent of whom were household nurses, and, in sixty-percent of these, the perpetrators were those who’d hired the workers.

Wang said, as the migrant workers started working here, they face many hardships, and there’s this imbalance of the power relationship, it would be hard to terminate the contracts, which caused most of the victims to “put up with” or run away from the workplace.

But, there are also, cases of female workers falsely reporting rape, so they can work for another employer. She’d said, that the sexual assault crimes prevention was set up to protect the victims of sexual assault, that for the female migrant workers who were raped, most had selected to go into the shelters set up by the government, but, the labor department’s shelter doesn’t have gender-specifications, and that it’d not listed counseling as a service being provided, causing the placement procedures, to overlook the traumas of the victims in the psyche, and that the Department of Labor and the Health and Welfare Department will work on that.

The report also pointed out, that there’s this lacking in the shelter systems, although they have the preventative measures set, but, because there wasn’t a system, it still couldn’t prevent these incidences; the workers of the Labor Department, when receiving these complaints, they can only file the cases as the unfair payment of wages, they couldn’t tackle the problem right, and help resolve the matters either.

And so, there’s, this LACKING in the systems, that’s made it harder, for the migrant workers to get the help they’d needed, and most of them when faced with such situations, would choose to escape from the families they worked for, and the families would report the workers as runaways, and when these workers were caught, they would most likely be deported, and they’re not the ones who’d done anything wrong, it’s those who’d hired them who were bad, and there’s, just this uneven balance of power here, and this new law will, hopefully, protect the basic human rights of these migrant workers more.
