This April, the Keelung’s D.A.’s office led the investigation teams, and found the two arcades on Zhongshan Road to be involved in illegal gambling, the owners were displeased how the Keelung city government had, mandated them to stop running the shops, the Department of Economics asked the city government to “find an alternative way to punish the owners”. The shop owners in August were success in their appeals to start running the arcades again, until the end of last month when the D.A.’s office pressed for an indictment, then the city government mandated the arcades stop running, and, the owners got another two extra months worth of earnings in business, the city government and the D.A.’s office started fighting each other on the matter.

Last year, another operator was found to have gotten involved in gambling and forced to stop operating, and after the owners successful fought the appeal and won, the city government didn’t force the shop out of business, primarily because the government feared the shops might sue the government.
In April of this year, the two arcades on Zhong-Shan Road was found to have been involved in illegal gambling, both shops were owned by Kang. The D.A. had the owner of the arcade to shut down the machines, but within twenty-four hours, the shops are up and running again; the D.A. took the squad and went to the shops, shut down 228 machines, and told the owners of the shop to NOT take down the tapes, that if they took down the tapes, they will be looking at a jail sentence of no more than a year.
Not long thereafter, the owners moved the arcades the government taped down to the second floor, and the city government mandated that the shop be closed; but the owners were dissatisfied, and filed for an appeal, and the Department of Economics asked the local government to find another form of punishment for the shop, and after the owners of the shop succeeded in the appeal, they’d moved the machines to the first floor, and start running the business again.

The police told, that the arcade owners all followed each other’s leads, as the shops been found to have been involved in gambling, they’d fought for an appeal, and, before the indictments were processed, there are still, months, when the shops can illegally, earn the money from the players of the machines.
And so we have here, a HUGE loophole, and, because of this precedent, of this arcade’s success in getting the order to shut down business overturned, all the other arcades will follow suit, and then, this will be a country, with a whole lot of illegal gambling, and there’s nothing that the law can do about it, because there’s, this HUGE loophole in the systems.
