Let’s see how this progressed to this degree, shall we??? From the Front Page Sections, translated…

Three police officers from Changhwa posed themselves as customers, headed to a massage parlor, and asked four women to take their clothes off, for them to touch their breasts, along with other sorts of sexually illicit behaviors, and they’d video recorded the happenings, the D.A. office prosecuted them for public indecency. The judge believed, that the officer used tips and offered to not report the ladies as a bait, and were responsible for “aiding and abetting”, he’d found the four massage parlor workers and the two owners of the massage parlors not guilty. The charges can be appealed.

The D.A. in charge of Changhwa District Court, Wang said, using seductions or aiding and abetting to get someone to commit a crime, had caused those without any intentions of committing a crime to commit a crime, that it’d gone too far, in trying to get a conviction, that the police broke the basic human rights laws. The officers who posed as customers, and after they’d collected evidences, they’d performed a search, this had become “aiding and abetting”, and naturally, the evidence collected by such means is inadmissible in court.

But the legal realms believed, that these sorts of shops usually determined the forms of “services” provided based on how much tip is given, and the verdict stated, that before the police requested, the women started rubbing up against the male customers, and the footages showed the ladies, bartering with the clients, and demanded that if they wanted to see their clothes off, they’d needed to pay them more, the judge in believing, that the sex workers not taken their clothes off from before, that they were, seduced by the monetary offers of the police, was way too forced.

The verdict pointed out, that the three officers last September, posed as customers, paid for the company of the ladies.

The judge reviewed the tapes, and saw the ladies entered into the box, fully clothes, and sang karaoke, drank, that they’d not engaged in any lewd behaviors, that they’d not said they can take their clothes off for more tips either, but the customers told them, “take off your bras, I’ll pay you $200N.T.s, $300N.T.s for your panties”, after the ladies undressed, the customers stated, “Strip yourselves nude, for $500N.T.s”, and afterwards, the sexually illicit behaviors started occurring.

So, because these officers couldn’t help themselves, as NO man can say NO to a woman, stripping her clothes off, that, is why the judge handed down the “not-guilty”, because the officers didn’t collect the evidence using the right methods, they’d aided and abetted, enticed the women to commit a crime, and that, is inadmissible in the court of law.
