ABUSE, in a youth placement facility, and, after so long, someone FINALLY spoke O-U-T!!! From the Front Page Sections, translated…
A gang rape incident in a youth placement facility in Nantou was found out, as a victim returned back to his school, because of his emotional problems, at the end of last year, he’d told the school officials what had happened. The Nantou District Attorney’s Office started investigating the accusations two days ago, and found that there were, four adolescents who were victimized, and the suspects included three current residents, and a former student, Chen; one of the victims was already, placed in another facility emergently, while two of the victims are still in the facility. The three underage suspects were sent to juvenile court, while Chen was taken into custody, on a fifty-thousand-dollar bail.
The person in charge of the placement facility spoke yesterday, that Chen was originally an adolescent placed there, and he was registered, as a mildly retarded person, by August of last year, he’d served his time in the juvenile facility, and his family took him home, that he never worked for the facility, or volunteered either. The D.A. stated, that they hadn’t found any employees who were involved in the abuse so far.
In the preliminary investigations, the case involved the original abusers, and the abusers who were once victimized, and because when the sexual abuse happened, most of the individuals were not yet fourteen, and, because they’d lacked that sense of morality, and were coaxed by their peers, and because they’d selected the places when there weren’t any room checks, and in the blind spots of the bedrooms or bathrooms, the facility didn’t know that this was happening.
And because the youths placed in the facility were all mandated by the courts, the person in charge of the facility stated, that he will NOT tolerate such behaviors, other than complying with the police investigations, and had also, filed the forms for suspension of operation too, and at the soonest, by the end of March, the twenty-nine remaining youths will get sent to various other placement facilities mandated by the courts.
The D.A. stated, that the reason why this group sexual assault case had been found out was because as a student returned back at the end of last year, he’d started showing signs of emotional distress, and in the questioning of the adult instructors, he’d disclosed how in his stay between 2014 and 2015, he was gang-raped by four of his classmates; and if he’d refused to budge, then, he was forced to fellate and raped anally, and sexually molested, and because he’d feared retaliation, he’d kept silent, not told the adults.
The D.A. maximized the ground for investigations, and, two days ago, they’d gone to the placement facility to search, and, there were, three OTHER teens who admitted to getting raped, the suspects included three juveniles currently there, and an adult, Chen; because the case happened two, three years ago, the D.A. isn’t ruling out that there may be more victims, and, will be doing a MASS scale search.
The official responsible for the Labor and Social Welfare units, Lin stated, that based off of the size of the facility, there should only be enough room for nineteen teenagers, but, it’d become, over populated, and, the facility refused to allow the government to take over, and, it’d failed in the evaluations last year, and the over sixty adolescents who were placed there are now, forced to wait for alternative placement into other facilities as mandated by the courts.
So, because these teenagers have NO sense of right or wrong, and they’re in this facility, where young criminals are sent to stay, that, is why this gang-rape case busted, and this also showed the problems of overpopulation, lack of management in these sorts of juvenile facilities here, and, reforms ARE in order…
