Started in May, the police started zooming in on the criminals who are scamming, and, in just six months, they were able to arrest 1,701 pick up drivers, and of them, there were 374 who were just teens, making up almost twenty-percent of the total population, and, most were middle school dropouts, with little to NO real-life experiences yet.

But because there’s so little those education units can do, plus, the punishments for these underage criminals are not severe enough, they were easily, tempted into the rings by offering the benefits, and it’d become, a blind spot for anti-fraud cases.
The Department of Crime Prevention found, that the drivers who were caught were mostly from Taoyuan and Taichung, that they were being, manipulated by gangs; these sixteen, seventeen year-olds, after leaving the school, had nothing to do, and many of them got into drug abuse and ran out of money, and were, brainwashed by the scam rings, believed that working as a driver is a way of making easy money, that has “lowered risks and higher rewards”.
The officers who’d been working the fraud cases told, that frauds weren’t considered major crimes in Taiwan, that the adult drivers, after being convicted of picking up the delivered cash, only gets a one-year eight-month sentence, and the underage drivers would receive, an even lighter sentence, and most of the teens who were caught only get placed in protective custody, which is why the scam rings are more than prone, to find the underage population to join them.

So, because the rewards are quite high (according to the teenagers’ belief systems), and after they were caught, they get off easy, that, is why the scam rings are now, targeting the younger population to work, and this would be problematic, because during the teenage years, you’re working hard, to fit in, to find your place, you had yet to establish that strong sense of right or wrong, which, is why you’re easily, drawn in, by the high-rewards of being a part of a scam artist ring, and this is also WHY those scam artist rings are now, looking for younger people to get involved in these crimes, because of how easily expandable these workers are, and how stupid they are, as they only see the rewards, and not the adverse effects of the futures to come.
