The vulnerabilities toward scams at old age, from the Front Page Sections, translated…
A woman, Tseng had set up a long-term care facility, used the calls of buying up medical equipment, setting up a retirement village, and offering the free meals, to get members to join in, in just eight months, she managed to get 760 members of the elderly in the population, and gotten the entrance fees of $3.46 million N.T.s, when in actuality, this long-term care facility she said she was setting up, was nothing MORE than an empty shell; the Taipei District Court charged Tseng based off of fraud, sentenced her to two years six months in prison, and, the judge had called her “vicious” in the written verdicts, which was quite rare, the case can be appealed.
The verdict stated, that Tseng made up the long-term care facility, and as the D.A. asked to bring the victims of her scam to the stand, she’d cried and lied about how the victims were not in good psychological conditions, couldn’t go out, she was, trying to prevent the truth from being uncovered, and in truth, she was trying to evade the fact, that all her victims were elderly, mentally incapable, and handicapped, and they’d handed her all that they had, and if the courts didn’t punish Tseng severely, then, justice wouldn’t be served.

The forty-nine year-old Tseng had set up the elderly home care foundation with Cheng (an arrest warrant had been issued for him), the two of them, with Yun Lei (with an arrest warrant on him too) believed, that Taiwan had become a society of elderly, that the elderly are now faced with the difficulties of not having anybody to look after them, they’d set up the “Long-Term Care Foundation of the Republic of China”, long-term care facility and retirement villages, to scam.
From February to September of 2012, Tseng claimed to the elderly or the families of the elderly that they can pay $1,000N.T., and become a regular member, that paying $10,000N.T. can get them the honorary membership, to scam the victims to put up the money; Tseng also claimed, that if the members donated more money, they get the chance to dine for life, at the ninth floor of the shopping mall in the city of Taipei for life, and, there’s no such agreement with the malls, the only source of income of this foundation WAS the membership fees that the elderly were paying.

In October of 2012, Tseng was suspected of fraud of the foundation she’d set up, fearing getting busted, on November 28th, she’d run around, to the restaurant, posted the notices of the restaurant is under remodeling constructions, and will stop operating, and that as soon as the remodeling is completed, the organization will notify the members, then, she’d, vanished, and, the members couldn’t get a hold of Tseng, so, they’d reported it to the D.A.s, and asked for an investigation.
The victims claimed, that Tseng had gathered with them, and headed on the podium to sing, to spread the gospels, and would cry from time to time, telling them how her mother choked to death because she wasn’t left in good care, and had set up her mind, to work, for the welfare of the elderly population since; the victims told, that after some of the members were scammed, they’d fallen ill, and tried to kill themselves.
So, this woman still appealed to the elderly population’s desires of being taken care of, provided for, and because these elders are easy targets, as they’re getting older, becoming more and more incapable by the day, that, is why they were easy targets for this woman, and this still won’t be the last scam of this kind either, I’m sure!
