Faking His Physical Handicap, Refuse to Find Work, the Bowing Man: Is Being a Beggar Against the Laws?

A man who ABUSED the kindness of the general public, very BAD behavior here, from the Front Page Sections, translated…

There was a man, in front of the Keelung Train Stations, kept knocking his head toward the passersby and begging for handouts; he had bandaged wrapped around his left arm, his right arm, hidden inside his coat, making people think that he was handicapped. The cab drivers who were waiting by claimed that he’d been falsifying his handicap for over a year now, that after he’d gotten the handouts from the pedestrians, his arm would show, hoped, that the compassions of the passersby don’t get misused by him again.

The city government sent out investigators, and confirmed, that this man who’d bowed his head to those who’d donated to him was actually, faking his handicaps; the social workers told him, that if he has difficulties in life, there are means set up by the government to offer him the assistance, the free job training for him, so he can get back on his feet, or the food banks that can provide him with the items he’d needed to live, hoped, that he won’t continue, to trick the public anymore, but he’d not taken their advice, told them, “Is it, illegal, for me, to beg?”, the city government is stepping in, to try to get through to him. The first Substation of the Keelung Police Department pointed out, that although, the officers can hand out tickets for obstruction of the peace, but, the effects were limited, but they will, continue, to console with him.

A man in his thirties would show up every morning, with his face dirty, body down on the ground, at the Ocean Squares of a place in the city of Keelung, with a small basket in front of him, kept bowing his head onto the ground, toward the passersby, to beg for handouts. He had gauze wrapped on his left eye, with bandages around his left arm, and the sleeves for his right arm, empty; there were a ton of passersby who pitied him, and had, tossed money into the small plastic basket he had in front of him.

The cabdriver, Lee, who was waiting for the rotations disclosed, that the man still had his right arm and wasn’t blind, that after he’d managed to get the money from the public, he’d gotten up, and, his right arm suddenly, extended, into his right sleeves, and left, he still has his right arms intact. “I really wanted to beat him up, how can he lie and cheat the public like that?”. Another driver, Yen also told, that they’d worked hard, sweating like crazy, driving the customers to and fro, and were only able to make, a thousand, to two thousand dollars total, that this man faked his handicap, and got paid, it’s totally, unfair.

The reporters started following the story, and found, that he would always show up at the designated locations, sometimes in the mornings, sometimes, in the afternoons, and when he’d realized, that someone was, filming him, he’d gone off to hide somewhere, or picked up his basket and left. Two days ago, he’d started, begging again at the night markets close to Ai-San Road, and after he’d gotten tired, knocking his head on the ground, he’d started, smoking, and, the public saw and grilled him, “You must be really RICH as a beggar, having money for a smoke!”

The reporters asked him, “Is your right arm really broken?”, he’d admitted that it wasn’t, but “it was hurt”, he said, that he’d made seven, eight hundred dollars a day, and up to a thousand dollars too. When the reporter asked why he didn’t find a job, he’d replied, “can’t find one!”, but the cab drivers busted him, said that he’d been dressed like this for at least one and a half years, that even if he’d gotten injured, it would’ve, already, healed back up already.

And so, this, would be a case, of a man, who ABUSED the kindness of the public, because that, is just how gullible, how stupid we can be sometimes, and besides, it’d been proven, that helping someone out makes us feel better about ourselves, and, this man had done a good job (not to advocate what he did, however!), falsifying himself as a handicap, to rouse up that sentiment of pity in the passersby, and that, was how he was able to, manage to get away, with cheating people out of their kindness.
