A man known as the “Wolf of Huagang”, Yang, who’d committed over thirty sexual assaults back in 1996, was given a sixteen year sentence, and by June of 2007, because of good behaviors, he’d gotten paroled, and, in the two year eight months’ time since he’d been paroled, he’d been on good behaviors, with an electric anklet, and now, the electric anklet was taken off of his, while the police still visited him regularly. During his parole, he managed to get into the sociology department of N.T.U., but, because the society and the public’s pressures on him, he’d not gone in to N.T.U. to study.
After his return to Hualien, Yang worked as a volunteer for a church group to date, his work included gardening, and the household items.
Yang wouldn’t go on record, but through his friend, Chen disclosed, that Yang believed, that the electric anklets are a kind of an external control system, so the key is not in the length of wearing the anklet, but instead, should be focused on the cases as unique individuals. Toward the released inmates who made up their mind about turning over a new leaf, elongating the time of wearing the electric anklet is taken the freedoms away, but, in the cases which were serious, then, it would be, more than necessary.
He’d told, that in his parole, he’d received help from the church, the group of reformed offenders, as well as the world, it’d helped him set up his mind on changing his behaviors. He hoped, that the world can give more tolerance and love to those who’d done wrong, so they won’t feel abandoned by the world, which will then, spark their desire to change themselves.
A man, Ding who was a repeated offender in Taipei, in 2009, he was paroled, and was forced to wear the anklet, but he’d taken the advantage of how the recording systems only works in the evenings, falsified himself as a college student, and gone out to Ximenting to find naïve young school girls, told them that he’d needed their help on his graduation projects, lured them into a darkened alley, and raped them, three months after his parole, three female students became victims.
A man, Tseng from Hsinbei City who was sentenced to seven years for rape after his parole in 2007, he’d worn the electric anklet, two years later, he forcibly removed the anklet after he got high on glue.
Last May, the sex offender on house arrest in Taichung, Lin took off his electric ankle monitor, and, waited for his ex-girlfriend outside a super convenience shop, the polices were called, and came to arrest him, and found him with a bag of amphetamine.
So what do ALL of these cases tell us again??? Oh yeah, whether OR not a sex offender is reformed, is entirely reliant on the individuals themselves, but, most likely, if a person is a sex offender, then, he is more than likely to commit the crimes again, unless it’s a very RARE case mentioned above, when the man really worked hard, to change, turned over that new leaf, and, started studying, and changed himself, otherwise, it won’t happen!
